ROCK ISLAND'S MANAGER ADDRESSES MEETING Rock Island's City Manager, Robert D. Heitsch, Jr., on invitation, addressed the important open meeting of Rock Island City Employees Local 988, AFSCME, held in the city hall on March 35. The large crowd present was composed of union members, other employees and wives of employees who came to listen to the City Manager's report on the results of a comprehensive wage survey, a proposed new pay range plan, and the foundation work for the development of Personnel Rules, including changes from individual scatterings of ordinances, resolutions and administrative practices into one central volume. The meeting marked the initial appearance of a city manager in Rock Island before any of the local union groups at their regular monthly activity. A long social hour followed the meeting, which permitted City Manager Robert Heitsch to visit informally with many of the employees and their families. 89
