AROUND THE STATE
Two Lake County communities have recently voted on the proposition to incorporate: River Wood rejected the proposition while residents of Mill Creek voted to become the county's 35th municipality . . . Alton, a private corporation, has been formed to construct $250,000 worth of off street parking facilities in the business district . . . Elgin, groundbreaking ceremonies have been held for a new city park . . . Mayor Lester Cunningham and the Belvidere city council have approved plans tor a comprehensive street survey as the first step in an improvement program . . .
Peoria's corporation counsel, Max Lipkin, has been awarded that city's Jaycee Good Government Award . . . Mayor, Dr. P. J. Doering of Geneseo has been named as the city's outstanding citizen by the local Rotary Club . . . Collinsville has purchased 6 1/2 acres of land that will enlarge the city's park system. Total cost of the land is $16,000 . . . The Watseka council has voted to increase the charge for rural fire department calls from $100 to $200 per call . . .
Hoopeston, the city will purchase 200 young trees to replace approximately 125 dead or diseased trees . . . Quincy recently opened its third new off street parking lot. The metered lot will accommodate 170 automobiles . . . Greenville, by a vote of 258 to 169 residents of this community, have approved a tax rate for the operation and maintenance of a recreation program. City Manager Arthur Johnson will place the program in operation during the summer of 1959 . . .
APPOINTMENTS AND RESIGNATIONS
Mayor William H. Small of Galesburg, a Vice-President of the Illinois Municipal League, recently resigned to take a position with an Indiana company. Councilman Dr. Robert P. Cabeen has been named mayor to fill Mr. Small's unexpired term. Homer Zumwalt has been named to fill Mayor Cabeen's unexpired term on the council . . . Washington Park, Jesse W. Hillier has resigned after 12 years of service as village clerk. He was replaced by former village treasurer, Joseph Brock. Michael Racz assumes the duties of village treasurer . . . Don Collins has been appointed as the new building inspector at Lake Villa . . . Edward Schueller has been appointed as assistant building inspector at Maywood . . .
BOND ISSUES
Georgetown voters rejected a proposition to issue $250,000 in G. O. bonds to rehabitate its sewer system, by a vote of 640 to 102 . . . Quincy residents approved a $6,810,000 G. O. bond issue by a vote of 4,518 to 3,418. The issue will finance the revamping and extension of the city's sewer system . . . Mt. Zion, voters approved a $45,000 G. O. bond issue to finance in part a $250,000 waterworks system for the Village. The remaining $205,000 will be raised through the use of water revenue bonds . . .

KEANE HONORED
Mark Keane, Manager, Oak Park, was elected a member of the Board of The International City Managers' Association at their 44th Annual Conference. The Conference was held in Dallas, October 19th to the 22nd. Arthur S. Owens, Manager, Roanoke, Virginia was elected president.
EVANSTON TO BUILD ARBORETUM
Evanston city council has recently approved plans for the construction of an arboretum on the north bank of the canal from Green Bay Road to Emerson Street. In addition to municipal funds, it is expected that local civic clubs will assume responsibility for planting certain areas. The arboretum will be a memorial to the late Edward R. Ladd, owner and publisher of the Evanston Review.
