This means that if you are registered in Illinois but have changed precincts or moved out of state during the 28-day period when registration is closed, you may make a special application in person or by mail to the office of your former county clerk or board of election commissioners to obtain a presidential ballot. Deadline for application by mail is October 28; deadline for application in person is November 1. If you are currently residing in Illinois but do not intend to regularly register, you may make a special application for absentee registration with your county clerk or board of election commissioners which shall also serve as an application for an absentee ballot to vote for president and vice president only. Deadline for this application is October 4. The ballot must be cast in person or by mail before November 1.
(Voters living in any of the following 10 cities are with in the jurisdiction of a city board of election commissioners:
Aurora, Bloomington, Cairo, Chicago, Danville, East St.Louis, Galesburg, Peoria, Rockford and Springfield. Residents of DuPage County have a county board of election commissioners. If you live outside of these areas, you are under the jurisdiction of your county clerk.)
