The factors, length, severity and possible projections are presented. ¨ Improvement of reading and literacy,
mainstreaming exceptional students, and
implementing federal and state regulations
to eliminate racial segregation in public
schools are discussed. ¨ Alternative financing methods, the role of
state agencies, pupil needs, education of
preschool age handicapped children and

This suggests that not all of the 171,420
acres of lands surface mined for coal should
be recommended for reclamation.
