Judicial Rulings Illinois Supreme Court RTA nonresignation Patrick O'Malley, one of nine Regional Transportation Authority (RTA) directors " at all times retained the rights and powers of an RTA director, including the right to vote ton... fuel tax ordinances," the state Supreme Court ruled in January. O'Malley had tendered his resignation from the board in a letter to Chicago Mayor Michael A. Bilandic last June 24. He then voted in favor of two fuel taxes on June 30 that would have failed without his vote. But Mayor Bilandic subsequently refused to accept O'Malley's resignation.
