![]() 4th ANNUAL LEGISLATIVE GOLF OUTING & BANQUET The 4th Annual Legislative Golf Outing & Banquet will be held July 31st, 1981 at the Chevy Chase Golf Course and Facilities in Wheeling, IL. We expect approximately 180 golfers, 40-50 legislators and nearly 300 to attend the banquet. Get your reservations in as soon as possible. MAY COMMISSIONER EDUCATION-TRAINING SEMINAR The May Drive-in will include the following topics: "So You're a Park & Recreation Commissioner! What Does That Mean?" "Finances - Where Funds Are Derived; Levies; Bonds; External Financing; Program Planning & User Fees" "Selling Your Park District a Special Slide Show" "Who Are We?" "The Challenges of Planning; Program Planning; Area Planning" We will look forward to seeing you at the Olson Auditorium Theatre (Lutheran General Hospital) in Park Ridge, IL on May 9th, 1981. A great luncheon will be planned for you at Doc Weed's. NEW MEMBERS IAPD membership has increased and we are above last year's total at this time. NEW ADDRESS IAPD offices are moving closer to the Capitol. As a matter of fact, we will be less than a football field away from the steps of the Capitol. Our new address will be Suite 101, 217 East Monroe Street, Springfield, IL 62701. Our telephone number will remain the same (217/523-4554). Park districts interested in being considered for the new IAPD picture gallery should send colored 8" x 10", framed pictures of your finest area and/or facility. Selected pictures will be permanently displayed by IAPD for legislators and other officials visiting the IAPD offices and Conference room. All pictures not used will be returned to the sender. NATIONAL LEGISLATION The IAPD is working closely with the National Recreation and Park Association in making recommendations for strategies to defeat the proposed recission of the stateside Land & Water Conservation Fund for 1981 and the restoration of funding of the state-side Land & Water Conservation Program for 1982. We have contacted Secretary James Watt of the U.S. Department of Interior and resolutions were mailed, letters written and telephone calls made to the 24 See IAPD . . . EXECUTIVE DIRECTOR SERVING ON ADVISORY BOARD FOR STATE MANDATES ACT
A coalition is currently being developed to oppose H.B. 257 which proposes to repeal the Mandates Act. The State Mandates Act dictates that an appropriation must be made to reimburse all local governments for cost incurred by legislation affecting local units of government. Basically, State Mandates include any executive order of the Governor, statutory action of the legislature, or administrative rule of a state agency, which requires a local government to establish, expand or modify a service in such a way as to necessitate additional expenditures, or that removes a specific item from the local tax base.
