State Stix____________ In February the general funds end-of-month balance was $77 million, $11 million higher than in January. The general funds average daily available balance was $116 million, $16 million higher than in January; and the combined funds end-of-month balance was $174 million, a decrease of $30 million from January. . . .The statewide seasonally adjusted unemployment rate in February was 9.6 percent, up from 9.0 percent in January. The preliminary seasonally adjusted unemployment rates for the state's major cities in January were: Bloomington-Normal, 7.3 percent; Champaign-Urbana-Rantoul, 6.5 percent; Chicago, 9.3 percent; Davenport-Rock Island-Moline (Illinois sector), 15.7 percent; Decatur, 12.9 percent; Kankakee, 16.3 percent; Peoria, 9.6 percent; Rockford, 11.8 percent; Springfield, 8.2 percent; St. Louis (Illinois sector), 10.8 percent. (Final seasonally adjusted unemployment rates for the state's major cities in December are being revised by the Department of Labor and will appear in next month's Stale Stix.)
