First day that notice of intention to file a petition to create a political subdivision, whose officers will be elected at the same election, may be published in a newspaper within the proposed political subdivision, or if none, in a newspaper of general circulation within the proposed territory.

Last day for filing a petition to create a political subdivision with the appropriate Circuit Court.

Last day for written notice of the time and place for conducting lottery (to occur when two or more petitions are received simultaneously for the same office) shall be given by local election to each organization of citizens entitled to have poll-watchers present.

NOTE: For political subdivisions which are multi-county, the election authority of the county where the principle office of the political subdivision is located shall make the certification of election.
