In November, the state's end-of-month general funds balance was a bleak $43.00 million; the average daily available balance was $77.84 million, and the combined funds end-of-month balance was a low $102.84 million. In October, one-third of the way through fiscal 1983, Illinois had spent $95 million more than its income, and the overall balances in all funds were down 11.6 percent from the same period last year. . . . The final statewide seasonally adjusted unemployment rate in November was 13.2 percent, up 0.9 percent from October. Final seasonally adjusted unemployment rates in September in the state's Standard Metropolitan Statistical Areas were: Bloomington-Normal, 8.7 percent; Champaign-Urbana-Rantoul, 7.4 percent; Chicago, 11.4 percent; Davenport-Rock Island-Moline (Illinois sector), 19.8 percent; Decatur, 16.6 percent; Kankakee, 17.2 percent; Peoria, 16.1 percent; Rockford, 16.7 percent; Springfield, 7.7 percent; East St. Louis (Illinois sector), 12.9 percent.
