ROBERT G. CARLIER of the Champaign County Forest Preserve District was recently honored at the Illinois Lake Management Association Conference.

He received a plaque on behalf of the Illinois Environmental Protection Agency (EPA) for his work in the Volunteer Lake Monitoring Program. Carlier has worked consistently as a volunteer monitor at Lake of the Woods near Mahomet since the program's inception in 1981.

His records of wind velocity and direction, depth, clarity, amount of weeds and algae present, rain fall, water flow from the tributaries and run off have been instrumental in helping the EPA develop a data base for the lake. This facilitates decisions about management and measures to upgrade the water quality.

Events

The Illinois Therapeutic Recreation Section of the Illinois Park and Recreation Association (IPRA) is sponsoring a NORTHERN REGION WORKSHOP at Loredo Taft Field Campus in Oregon, IL, on Sept. 4 and 5.

The workshop will focus on programmatic trends and concerns in therapeutic recreation. Educational sessions will include mainstreaming, family recreation, lifestyle awareness, visually and orthopedically handicapped populations, substance abuse, right and left brain programming and improving communication for referrals.

Student sessions will feature information regarding financial aid and the curriculum in therapeutic recreation. A buffalo tro is planned for the evening of Sept. 4.

The Lake Zurich Park and Recreation Department announces the hiring of KATHY DONAHUE as recreation supervisor.

Ms. Donahue is a graduate of the University of Wisconsin, LaCrosse, with a bachelor of science degree in recreation leadership. She served her internship at the Racine Park and Recreation Department, Racine, WI, and was later employed there as a recreational aide.

JAMES O. BREEN has been named interim director of parks and recreation at the Peoria Park District. The appointment, which took effect May 28, is for an indefinite duration.

Breen has a master of science degree in recreation and parks specializing in park planning from The Pennsylvania State University. He received a bachelor of science degree in recreation and parks from the University of New Hampshire in Durham, and has an associate degree in business administration from North Shore Community College in Beverly, MA.

James O. Breen

Breen came to the Peoria Park District in 1976 as an administrative assistant to the director. He was instrumental in developing the district's 10-year master plan.

Breen was named superintendent of recreation in 1980. His duties included administering the district's $3 million plus recreation budget, directing a division of 40 full-time and more than 600 part-time employees, and overseeing the operation of the district's year-round recreation program.

Breen is active in various community organizations, and holds membership in the National Recreation and Park Association (NRPA) and the Illinois Park and Recreation Association (IPRA).

PEG CONLEY has been hired by the Freeport Park District as supervisor/naturalist of the Oakdale Nature Preserve. Her duties will include overseeing the 80-acre preserve and the Bill Gelwicks Nature Center.

Ms. Conley previously worked for the Park District of Highland Park, the Heller Nature Center and the community of Bayfield, CO, where she developed a recreation department.

She has a bachelor's degree from Western Illinois University with a major in parks and recreation administration and a minor in natural resource conservation.

Parks and Recreation

Crossley is the coordinator for parks and recreation programming and management, and assistant professor at the University of Utah. He previously taught at North Texas State University.

Lieutenant Gen. R. DEAN TICE, the leading figure in the United States armed forces' recreation during the past seven years, is the new executive director of the National Recreation and Park Association (NRPA). He replaced John H. Davis effective July 1.

Tice retired from the U.S. Army in June after 40 years of military service. This retirement is the second time he formally left the military. He retired initially in October, 1983, only to be recalled to active duty three months later by President Ronald Reagan and Defense Sec. Casper Weinberger to head a Defense Department task force on drug enforcement.

Prior to his 1983 retirement, Tice served as deputy assistant secretary of defense for military personnel policy and force management, a position in which he directed policy for all Morale, Welfare and Recreation (MWR) programs.

During his military career, Tice commanded at every level from company through division and served for more than 14 years overseas. He was promoted to Brigadier General in September, 1972, and Major General in April, 1976.

Tice served on the NRPA board of trustees since October, 1983. He has a master of business administration degree from George Washington University and a bachelor of science degree in military science engineering.

The West Suburban Special Recreation Association (WSSRA), Elmwood Park, has announced the recent hiring of two Southern Illinois University graduates.

DIANE EUSTIS was hired as a recreation specialist in September, 1985. Her responsibilities include planning and conducting recreational programs for adults and children with disabilities.

Ms. Eustis was previously employed by the Western DuPage Special Recreation Association (WDSRA).

KATHY RUTZ has been a recreation specialist since January. Her work at the WSSRA began as a high school student in 1978,

Ms. Rutz will plan and conduct recreational programs for adults and children with disabilities.
