Wood River, Ill., Receives Check The City of Wood River, Ill., received an unexpected benefit from its 5-year agreement with Metcalf & Eddy to operate the city's wastewater treatment system — a check for $65,000. The refund represents an 80 percent share of the savings that the private firm achieved during its first year of operations. The savings result from improved efficiencies in chemical and power use and improved employee performance due to comprehensive training programs. In April, 1986, the city received the Illinois Environmental Protection Agency Certificate of Excellence Award in Wastewater Safety. Under contract operations, Metcalf & Eddy provides professional plant management, assumes total operating responsibilities from start-up to preventive maintenance, pays all bills, guarantees performance in meeting permit requirements, and operates under a predetermined budget. • Page 10 / Illinois Municipal Review / February 1987
