Mayor Richard Berkley, Kansas City, President of the U.S. Conference of Mayors, has appointed Mayor Verne Hagstrom, Quincy, Chairman of the Subcommittee on Economic Development.

Ms. Marlene Williams, CMC/AAE, Village Clerk of Skokie, has been accepted into the IIMC Academy for Advanced Education of the International Institute of Municipal Clerks. Village President Verna L. Clayton of Buffalo Grove has been named vice chairperson of the Transportation and Communications Policy Committee of the National League of Cities.
Clayton's appointment was announced by NLC President Pamela P. Plumb, councilor of Portland, Maine. The committee is one of NLC's five standing committees that develop policy positions on national issues involving municipal governments. Mayor Tom Volgy of Tucson, Arizona, will serve as committee chairman. . . .
