The town of Normal, Illinois and its City Manager David S. Anderson recently received the International City Management Association's (ICMA) Program Excellence Award for Intergovernmental Relations. The award was presented to Anderson at the ICMA Awards Luncheon during this year's annual conference in Des Moines, Iowa. This award was presented this year to recognize outstanding programs that reflect cooperative actions, and strategic partnerships between governmental organizations. Normal and Anderson were chosen as this year's award recipients for the participation in intergovernmental agreements with other public entities in McLean County and beyond and the establishment of the Bloomington-Normal Enterprise Zone that helped attract Diamond-Star Motors to locate in Normal. These joint ventures have resulted in benefits to the constituencies of all communities involved in the form of lower service costs (reduced taxes) and improved service quality. ICMA, the professional association of appointed local government administrators in the United States and other countries, is celebrating its 75th Anniversary. The association's purpose is to enhance the quality of local government and to support and assist local government professionals.
