The Illinois Municipal League was saddened to learn of the death of Virgil Lafferty, Champaign. Virgil was President of the League 1957-58.

Rosemary Coughlin, CMC/AAE, City Clerk, Sterling, Ill. An active member of IIMC's Education and Personal Growth Committee, Rosemary has served as State Membership Chair and member of the Academy Committee. A leader in developing professional education programs for municipal clerks in Illinois, Governor James Thompson appointed her Trustee of the Municipal Clerks of Illinois Institute (1983-1989). With her guidance, that Institute has gained a solid reputation for quality education and facilities available to its students. Her lobbying efforts for advanced education for municipal clerks has resulted in an annual grant from the Illinois General Assembly. . .

Those wishing to present resolutions to be considered at the Annual Conference should be sent to this office by August 17, 1990. The Legislative Committee will serve as the Resolutions Committee.

The ILLINOIS MUNICIPAL REVIEW continues to be an open forum of expression for municipalities. Articles appearing in the Review do not necessarily express the views of the League or its staff but those of the various authors.
