S. Kay Spencer, Village Clerk, Village of Roxana, Illinois, has been awarded the designation of "Certified Municipal Clerk" (CMC) from the International Institute of Municipal Clerks (IIMC) for achieving its high educational, experience, and service requirements.

Ms. Spencer has been Village Clerk of Roxana, Illinois, since 1981 . . .

Stan Kennedy, city manager of the village of Wilmette, Ill., has been named executive vice president and chief administrative officer of the Appraisal Institute, an organization formed earlier this summer as a result of the unification of the nation's two leading real estate appraisal organizations, the American Institute of Real Estate Appraisers and the Society of Real Estate Appraisers.
