FORTY COMMUNITIES TO BENEFIT FROM
HOUSING REHABILITATION GRANTS
Forty Illinois communities will undertake efforts to
renovate substandard housing, thanks to nearly $8 million in grants awarded by Gov. Jim Edgar in February.
The grants, from the Community Development Assistance Program (CDAP), administered by the Department of Commerce and Community Affairs
(DCCA), and the Affordable Housing Trust Fund
(HTF), administered by the Illinois Housing Development Authority (IHDA), will help with renovation of
owner-occupied and rental homes of low- and moderate-income Illinoisans.
The Governor announced the grants during stops in
Vienna, Morton, Moline and Mattoon.
"Unfortunately, as housing stock ages, homes in
communities throughout Illinois are becoming unsafe,"
Edgar told Vienna citizens. "The problem is particularly acute for senior citizens on fixed incomes, who
sometimes must choose between buying food and medicine or making necessary home repairs."
"These grants will not eliminate the problem. But
they will ensure that many unsafe dwellings are brought
up to code, providing safe, decent housing to low-income Illinois families."
CDAP is funded through the U.S. Department of
Housing and Urban Development (HUD). Administered in Illinois by DCCA, grants are awarded on a
competitive basis to units of local government with
populations of 50,000 or less that are not located within
one of the six large urban counties that receive funds
directly from til1 D. The maximum grant that may be
awarded is $400,000.
The Affordable Housing Trust Fund, enacted in
1989, uses a portion of the state's real estate transfer fee
— averaging nearly $ 15 million a year — to attract other
housing dollars from non-profit groups, banks, businesses, developers and other governmental units.
