The phrase has been more polite than descriptive since the days of Everett Dirksen and Paul Douglas, who represented Illinois with distinction during the '50s and '60s. Then, the Illinois men — one the high-minded outsider, the other the quintessential insider, each an eloquent spokesman for a distinct agenda — commanded national attention.
