As you know, the issue of unfunded state mandates
continues to be a priority for local government in the
General Assembly. League staff is devoting considerable time to the passage of a Constitutional amendment
requiring an extraordinary vote of the General Assembly to pass an unfunded mandate.
The Illinois Municipal League, the City of Chicago
and Governor's State University are jointly conducting
a statewide survey to develop accurate, up-to-date information on how unfunded mandates affect municipalities in terms of cost and staff hours. This information will allow us to better serve you in the legislature. It
may also improve our chances of repealing some existing mandates or prevent future unfunded mandates
from being approved.
At the national level, President Clinton last month
signed into law the Unfunded Mandates Reform Act.
