The Rock Island City Council recently dedicated
the Rock Island Flood Control System to the memory
of long-term former City Manager Raymond P. Botch.
Mr. Botch, who served as Rock Island City Manager
from 1961 through 1977, is credited with being the
father of Rock Island's flood wall, which kept the city
safe and dry during The Great Flood of '93.
After the 1965 flood, Botch pushed for construction
of the flood wall which was completed in the early
1970s. . .
The Illinois Municipal League was saddened to
learn of the death of Bill H. Taube, Kankakee City
Attorney for 20 years. He also served as attorney for the
Village of Chebanse, from 1985 to 1991.
Mr. Taube was president of the National Institute of
Municipal Law Officers from 1988 to 1989 and also
chaired the Illinois Municipal League Legislative
Committee.
The ILLINOIS MUNICIPAL REVIEW continues to be an open forum of expression for
municipalities. Articles appearing in the
Review do not necessarily express the views of the League
or its staff but those of the various authors.
