EDITOR'S DESK . . .
The Illinois Municipal League mourns the loss of
David E. West, Mayor of Waynesville. Mr. West was
elected mayor in 1993 after serving on the Waynesville
Village Board.
The Illinois Municipal Treasurers Association will
conduct the 1996 Municipal Treasurers Institute and
Advanced Seminar September 29 - October 3 at the
Ramada Inn in Mattoon. The Institute is a four-day
program of continuing professional education. Its purpose is to assist Illinois' treasurers, finance officers and
accountants in developing and maintaining the high
level of administrative expertise needed for the successful operation of increasingly complex Illinois municipal government.
An advanced seminar is offered in conjunction with
the Institute. It's designed for treasurers who have completed the Institute and need to fulfill additional education requirements to maintain their certification.
Courses are taught by Eastern Illinois University faculty,
municipal officials and other professionals.

July 1996 Board of Directors meeting in DeKalb
by the Illinois Municipal League President,
