CODE COMPLIANCE INSPECTOR

work under the supervision of Director of Building and

WASTEWATER TREATMENT PLANT SHIFT SUPERVISOR
The American Bottoms Treatment Plant is seeking qualified applicants for Operations Shift Supervisor. This 27 MGD
advanced secondary treatment facility treats complex waste-water from an industrial and residential community serving
the Metro East St. Louis area and is located in Sauget. Facility
has stormwater capabilities to 52 MGD. Shift Supervisor works
a rotating shift and is responsible for plant operations during
his or her shift. Duties include supervision of the operators,
process control, overseeing remote pump stations, training, enforcing safety procedures and equipment use, and operating
the plant to maintain environmental compliance. Qualified
candidates should have demonstrated leadership and supervisory skills with a minimum of 3-4 years of progressively responsible experience in wastewater treatment. Wastewater certification with at least an Illinois Class II or the ability to obtain

PART TIME SAFETY TRAINING DIRECTOR
The Illinois Municipal Utilities Association (IMUA) seeks
qualified Safety Training Director. The position is a part-time
position ideal for retired person with past training experience.

NATURE AND ACTIVITIES OF ORGANIZATION
The Illinois Municipal League (League) is an unincorporated not-for-profit association
organized to address the concerns of member cities, villages and incorporated towns in
Illinois. The League provides membership services and programs, including activities
directed toward development and improvement in the administration of municipal

Investments. Investments are carried at amortized cost, which approximates market
value.
Dues. Dues are considered earned pro rata over the dues year for each member-
municipality.
Depreciation. Depreciation is provided on the straight-line method over the estimated
useful lives of the assets.
Estimates. The presentation of financial statements in conformity with generally
accepted accounting principles requires the use of management's estimates.
RELATED PARTY TRANSACTIONS
The League sponsors a related organization, the Illinois Municipal League Risk
Management Association. The Association, which has a common board of directors with
the League, is an unincorporated not-for-profit association that provides a cooperative
program of self-insurance for participating municipalities. The League's fee is based on contributions and interest earned by the Association.

PENSION PLAN
League employees are participants in the Illinois Municipal Retirement Fund (IMRF). an
agent-multiple-employer, defined benefit, public employee retirement system. Covered
employees include those whose salaries have been attributed to the Illinois Municipal
League Risk Management Association-
Participants who retire after age 60 with 8 years of credited service are entitled to
retirement benefits, payable monthly for life, in an amount equal to 1-2/3 percent of
their final rate of earnings for each year of credited service up to 15 years, and 2
percent for each year thereafter. IMRF also provides death and disability benefits.
Employees contribute 4-1/2 percent of their annual salary to IMRF and the League
method specified by state statute. The League's total contribution Co IMRF for 1995
unfunded accrued liability, $2, 620 death and disability costs, and $3, 868 supplemental
retirement benefit costs. The League contributed $6, 468 and employees contributed
$28, 074. In 1995, the League made a $200,000 prepayment to reduce future contribution
rates. The prepayment is being amortized over the periods expected Co be benefited.
At December 31, 1995, actuaries for IMRF have determined Chat the present value of the
including vested benefits of $1, 118, 488. Net assets available for benefits, at cost,
total $2, 052, 114 (market value is $2, 073, 188). The assumed rate of return used Co
compute the benefit obligation is 7-1/2 percent. The assumed rate of compensation
increase is 4-1/4 percent.
DEFERRED COMPENSATION PLAN
The League has deferred compensation plans whereby employees may defer a portion of
their salary until termination, retirement, death or emergency. The plans are
administered by independent parties. Assets of the plans are considered to be the
property of the League and are subject to the claims of the League's general creditors.
Participants' rights under the plans are equivalent Co those of general creditors of
the League in an amount equal to the fair market value of the deferred account for each
participant. Contributions and earnings, less participant withdrawals, caused the
aggregate deferred amounts to increase $140, 854 in 1995.
INCOME TAXES
The League is exempt from federal income taxes under Section 115 of the Internal
Revenue Code relating to instrumentalities of local governments.
