At least one major new grant program is on the horizon
for park districts and other local governments in Illinois:
the Open Land Trust (OLT) program, approved by the
General Assembly last spring and signed into law by
Governor Ryan on July 21, 1999. Assisted by representatives of several organizations, including the Illinois
Association of Park Districts, the Department of Natural
Resources (DNR) has developed an administrative rule
which will outline more details of the program. This was
filed with the General Assembly's Joint Committee on
Rules (JCAR) in late November. At this writing, DNR
staff were completing application forms and instructions
as well as an evaluation instrument for ranking projects.
The statute from the General Assembly required the
program to be matching. The DNR has proposed the
match to be a 50% local share and a 50% state share
except for local governments that meet "disadvantaged
community" criteria where the state match can be up to
90%. The maximum state share for a project will be two
million dollars. The statute limits grants to those projects
acquiring land from willing sellers and the Department
will require an encumbrance on the deed when it is filed
to provide that the land acquired is operated "in perpetuity" for the purposes it was originally acquired. (See grant
matrix on page 30c for more details.)
The outlook for funding of other state grant programs
managed by the DNR reveals more good news. It is
expected that the Open Space Lands Acquisition and
Development (OSLAD) program will increase from
$17.5 million to a new level of $20 million for the fiscal
year beginning July 1. No other OSLAD changes are
anticipated but the Department's
Natural Resources Advisory Board .
regularly reviews issues such as grant
maximums and types of projects being
funded. Minor changes for caps for
several of the larger local governments
were recommended by the board and
approved by the Department for the
last round of OSLAD grants.
In other welcome news, Congress
and the President have approved for
the first time in several years funding
of the state and local portion of the
federal Land and Water Conservation (LWCF) program
for federal fiscal year 2000 which began last October 1.
Congress is also discussing methods of establishing a
mechanism for permanent funding of both the LWCF
and the Urban Park and Recreation Recovery Act
(UPARR) programs. LWCF had not been funded since
federal fiscal year '95. If FY 2000 funds are released
promptly, the estimated $700,000 available for local
grants will be used against the unmet $11 million
demand in the current OSLAD cycle. If not, funds will
be combined with the next OSLAD appropriation for a
joint program. Grant objectives and management of the
two programs are parallel.
Most of the grant programs managed by the DNR
continue to be heavily oversubscribed. Exceptions are the
relatively small Snowmobile and Off-Highway Vehicle
trail grant programs. The table below reflects percentages
related to appropriations, demand and success ratios for
the most recent round of applications for major grants.
The Illinois Department of Transportation's Enhancements program is also shown.
Staff at the Department's C2000 program report that
about 70% of the state is now included in one of the 30
partnership areas, which is a prerequisite for participating in that program. The General Assembly approved
extension of the program through the year 2009 in their
session last year.
A great deal of interest has been generated during the
last year in Governor Ryan's Illinois FIRST program. The
grant projects approved under this program are typically

agencies such as DNR, DCCA and IEPA manage individual projects
which have been detailed specifically in authorizing legislation. For park
districts and others who receive such grants, it is important to be
prepared to provide the state agency that manages the grant with full and
prompt information when requested. Failure to do so can result in
significant delays in providing funding for the projects.
