Ralph I. Volpe was promoted to executive director of the Park District of Highland Park and will replace current executive director Connie Newport upon her retirement in August of 2001. Volpe, who is presently the district's director of parks and planning, will take on several added responsibilities including the management of 70 full-time and many more seasonal and part-time staff, the position of secretary of the board, and the overall administration of the mission and operation of the park district. A graduate of Western Illinois University with a bachelor's degree and a masters degree in Parks and Recreation Administration, Voipe brings more than 24 years of experience to his new position. He is a professional member of both the National Recreation and Park Association (NRPA) and the Illinois Park and Recreation Association (IPRA). He has also been awarded the 1991 Park Professional of the Year Award and the 1996 President's Award by the IPRA and currently serves on the Great Lakes Regional Council for NRPA.

Lynn McClure was hired as the public relations director for the Illinois Association of Park Districts. McClure will provide support for IAPD members in the areas of public relations and awareness, issues management, and reputation management. Previously, McClure was public relations director for Jones & Thomas, a marketing firm in Decatur. She has developed and implemented PR and media relations plans for state associations and foundations and developed marketing or issues management plans for such corporations as Archer Daniels Midland in Decatur and Reliant Energy in Houston, Tex.. McClure is a Wilmette native and has resided in central Illinois for the past 13 years.

Bobbie Jo Hill has been named the public relations specialist for the Illinois Association of Park Districts. Hill will assist with public relations efforts including developing promotional campaigns, writing for internal and external publications and coordinating special events such as Park District Conservation Day. Hill comes to IAPD from BroMenn Healthcare in Normal where she was a marketing and community relations specialist. In this position, she created and implemented promotional plans, managed public relations campaigns, coordinated special events and handled media relations. From 1993 to 1994 she worked for the Illinois Association of Park Districts as public relations coordinator. She earned a bachelor s degree from Illinois State University.

Jessica Bullock was appointed the management analyst for the Parks/Forestry and Recreation Department for the city of Evanston. Previously, she served as administrative analyst for the city of Naperville since 1997. Bullock's duties will include researching and identifying grant opportunities, preparing grant proposals, writing special studies and reports, developing free structures, and reviewing budgets. Bullock has a bachelor of arts degree from Wheaton College, Wheaton, Ill. She also holds a master's degree in Public Affairs from Indiana University, Bloomington, Ind., with a concentration in Urban Management and Finance. She is a member of the Illinois City/County Managers Association (ILCMA) and Illinois Association of Municipal Management Assistants (IAMMA).

Christina Spain was named the manager of the Levy Senior Activity Center for the Parks/Forestry and Recreation Department of the city of Evanston. Spain has worked for the Norridge Park District in Norridge, Ill. since 1991 in a variety of professional jobs, most recently as superintendent of recreation. Previously, she was responsible for the Senior Adult Recreation Center, ice rinks, swimming activities and a variety of other recreational activities. Spain has a bachelor of arts degree from Northern Illinois University, with a major in Sociology and an emphasis in Health and Aging. She is a member of the Illinois Park and Recreation Association (IPRA) and is certified as an Associate Park and Recreation Professional (APRP).

Harmon Greenblatt was appointed the director of the city of Evanston's Cultural Arts/Arts Council Director for the Parks/Forestry and Recreation Department for the city of Evanston. Greenblatt has extensive experience in presenting and producing public events, facility management, marketing, and fund-raising. Greenblatt s professional experience includes positions in California as executive director of Music in the Mountains, in New Jersey as director of Cultural Arts at the Jewish Community Center in West Orange, and in Connecticut as chairman of the Music and Arts Management Department at the University of Hartford. Greenblatt has a bachelor of arts degree from Northwestern University, and a master's of Music Education degree from De Paul University. He taught courses in arts and music management at Columbia College, Marymount Manhattan College, New Bulgarian University, and for the Republic of Singapore.

Jeffrey D. Greenspan has been named general counsel and director of land acquisition for CorLands (Corporation for Openlands). His duties include assisting park districts, municipalities and other local governments in their land acquisition efforts. Greenspan has more than 20 years of experience in real estate and municipal law. In 1998, he worked on behalf of the McHenry County Defenders and numerous collar-county landowners to help defeat an attempt by Lakehead Pipeline to condemn private land to build an oil pipeline. Greenspan's experience includes 10 years advising and representing local governments with Ancel, Clink, Diamond, Cope & Bush, P.C., and most recently as a partner with Fioretti and Des Jardins, Ltd., both of Chicago. He also served 10 years as assistant corporation counsel for the village of Skokie.

Lupe Garcia joins the Chicago Park District as director of Intergovernmental Affairs. Garcia will handle the municipal, state and federal legislative strategies for the park district. She is responsible for maintaining open communications among the park district and various external governmental agencies and departments. In addition she heads the department in the identification of funding opportunities that support the mission of the park district. Garcia has been in service to the city of Chicago since 1996, when she held the title of assistant to Mayor Richard M. Daley. In 1998 she took the position of assistant commissioner/deputy chief of staff for the Department of Human Services where she was responsible for the daily management of 400 staff. Garcia attended Loyola University School of Law.

Cheryl Straughter joins the Chicago Park District as director of purchasing. In this capacity, she will manage procurement and procedure development, contract negotiation and management evaluation. Straughter has more than 10 years of experience in the field including positions with the Chicago Public Schools as manager of Contract Administration, and the city of Chicago Department of Purchases and Contracts as a contract negotiator, head purchase contract administrator, senior contract compliance officer. Straughter received a master's of Project Management from the Keller Graduate School of Management and a bachelor of science in Supervision Technology from Purdue University. She is a certified Professional Public Buyer.

Shirl McMahon has been promoted to head the Chicago Park District's newly created Department of Natural Resources. She oversees landscape development and maintenance for more than 500 parks. McMahon is in charge of continuing the Park District Elevated Landscape Maintenance Program, which elevates the standard of care in every park. She joined the park district in 1999 as deputy director of landscape. Prior to that she served as horticulture manager of Golden Nugget Mirage Resorts in Las Vegas, Nev., as horticulture supervisor of Gateway Foundation in Lafayette, La., and owned her own landscape company. She has a B.S. in Horticulture from the University of Southwestern Louisiana.

John M. Regalado joins the Chicago Park District as director of Capital Construction. He has a wealth of experience in the construction field most recently as principal owner of Regalado Construction. His experience also includes work as a business partner with Jade Development, sales representative for J.O. Pollock & Co. and owner and manager of 4307 N. Paulina Partnership—a new business venture purchasing and maintaining residential and commercial property. Regalado received his B.A. from the University of Illinois at Chicago.

Margaret Jones DeNard joins the Chicago Park District as director of marketing. In her new position DeNard is responsible for developing and implementing marketing strategies to promote more than 500 parks, numerous special events and extensive multigenerational programming to a city-wide audience. Previously, DeNard served as director of marketing and public relations at the Chicago Botanic Garden and worked for the city of Chicago first as an assistant press secretary in the Mayor's Press Office and then as director of public relations for the Mayor's Office of Special Events.

Phillip Hall was promoted to treasurer of the Chicago Park District. In this position he prepares and files the district's $221 million annual tax levy ordinance, manages the collection, investment and disbursement of all district funds and chairs the Review Committee. Previously, Hall was director of revenues for the district. He has held a number of positions in the financial field including chief financial officer for The LaSalle Foundation and financial analyst for The Chicago Tribune. Hall received a B.A. in Economics from the University of Chicago and an M.B.A. from the Harvard Graduate School of Business Administration. He is an active community member as the chairman of the board of the Woodlawn Development Associates, and chairman of the Communications Committee for the University of Chicago Club of Metropolitan Chicago.

Caryl A. Dillon joins the Parkways Foundation as executive director. Founded in 1994, the Parkways Foundation is a not-for-profit corporation that works to promote and expand public participation in and awareness of Chicago's parks through philanthropy. Dillon has 18 years of professional experience in the fields of marketing and sales. Previously, Dillon worked for the Chicago Convention and Tourism Bureau as a marketing consultant; Sonesta Hotels and Resorts as regional director of sales; Bauer Audio Video as national sales manager and Franklin Marketing, Ltd. as an account executive. She received a BA. in Economics from

University of Washington in Seattle, and has completed graduate course work in Marketing at Cornell University, Ithaca, N.Y.

Twenty teams competed at in the 15th annual Illinois Snow Sculpting Competition Jan. 17-20 in the Rockford Park District's Sinnissippi Park. The winning team from Hamilton Sunstrand (Fred Gardner of Caledonia, Bill Beard of Rockford, and Paul Larsen of Belvidere) created "Bird Watchers," which depicted three birds watching a bird watcher. It was sculpted from a six-foot by six-foot by 10-foot tall block of snow in three and one-half days. "Bird Watchers" also won the Peoples Choice Award this year, voted on by spectators coming through the park.

The Peoples Choice Award in the international portion went to the Belvidere team of Gary Simon, Tom Guirl, and Ed Marx, who sculpted Miss Piggy and Kermit on a motorcycle (photo above). •

The National Tree Trust (NTT) will again provide one-year-old seedlings, which will be delivered in the Spring 2002. All seedlings must be planted on public property. Volunteers must be used to plant the seedlings. The maximum amount of FREE seedlings that first-time recipients can request is 1,000. There is no limit for agencies that have previously received free seedlings. Species are appropriate for the Illinois planting region and can be containerized, direct planted or lined-out. The grant application process involves TWO PARTS:

Part 1, "Seedling Request Form" must be postmarked or faxed by May 31, 2001; Part 2, "Project Information" is due October 1, 2001. The application for these FREE seedlings is available on IAPD's Web site (www.ILparks.org) or the National Tree Trust (www.nationaltreetrust.org or 800.846.8733). The 2001 IAPD/IPRA Annual Conference—held in the gracious, riverside city of Peoria—was a celebration of achievement and opportunity for the field of parks and recreation.
