All I know about parks and recreation, I've learned by accident.

Actually the whole thing started at a party in Champaign in 1991. Dr. James Brademas invited my fiance, who was his graduate assistant, and several other students from the U of I Department of Leisure Studies to his home for dinner. I got to tag along as a date.

Of course, the conversation turned to park districts and the resources devoted to them. One student was from Japan, and Dr. Brademas turned to him and began a speech that is dead familiar to anybody who has had the pleasure of studying with him. "In Illinois," he said, "We have what are known as special taxing districts..."

That was my first lesson on Illinois local government. To an Ohio kid who had majored in English, this sounded like a strange and wonderful system for public financing — perhaps a bit esoteric for dinner party conversation - but Dr. Brademas's enthusiasm for having us understand made me subject fascinating. He is a good professor who knows that sometimes the best teachable moments occur when we think we are having fun.

And it must be true. Years later, I remember where I first heard about special taxing districts every bit as much as I remember what a tremendous cook Mrs. Brademas is.

This issue is devoted to the IAPD/IPRA Annual Conference, which is really our associations' way of providing you with three days of wall-to-wall teachable moments. For a taste of what you might learn, check out articles by conference presenters Daniel Atilano and Jennene Colky on pages 16 and 92.

We're doing something new this year. You will find your complete conference program inside this magazine. But, be aware that this issue is your conference program, and only a limited number of extra programs will be available on site. So, TAKE THIS ISSUE TO CONFERENCE!

I hope having the program in advance will help you prepare to get the most out of this wonderful event.

Unfortunately, I can't promise you Than Brademas's home cooking. But if you come to Chicago in January, I guarantee you will learn something even when you're having fun.
