Can the governor use the item veto to
strike language, rather than a dollar
amount, from an appropriation bill?
Gov. Dan Walker did just this with
Senate Bills 1324 and 1383 and House
Bills 2350 and 2355 passed in the 1974
spring session. His action was ruled
ineffective by the presiding officer of the
chamber to which the bill in question
was returned in the fall session, so that
no legislative response was held to be
necessary.
