Louie F. Dean of Bourbonnais as
marshal of the Illinois Supreme Court to
succeed retiring
William G. Lyons
effective February 8. Dean, 54, worked for the FBI
from 1942 through June 1975, serving as the
senior resident agent in the Bureau's
Kankakee office since 1961. Lyons, 72, held
the court post from 1973 to 1975 and served
as deputy marshal from 1957 to 1973. He
resigned because of poor health.
Dr. Silas P. Singh as director of state activities for the White House Conference on Handicapped Individuals by Gov. Walker effective January 23. He is the executive director of the governor's Committee on the Handicapped.
Marlene A. Nelson as acting director of the Illinois Division of Vocational Rehabilitation by the Board of Vocational Education and Rehabilitation in January. A 19-year employee of the division, she replaces Eugene P. Turner who returned to his previous post with the federal Office of Economic Opportunity. A new board will replace the division on July 1.
William Smith as managing director of the Office of Minority Business Enterprise by the Department of Business and Economic Development in January. He is on leave of absence as assistant professor of urban affairs at Vanderbilt University in Nashville, Tenn.
James L. Pandolfi of Wheaton as acting director of the Department of Registration and Education and Walter E. Russell of Arlington Heights as acting director of the Department of General Services by Gov. Walker on January 20. Both department directors were on temporary leaves of absence.
William E. Dart of Chicago as director of government affairs for the Illinois Manufacturers' Association on February 6. He will coordinate legislative activities in Springfield.

health campuses which led to designs for specialized living centers, by the Society of American Registered Architects in December. The Chicago architectural firm of Bernheim, Kahn and Lozano conducted the study.
William L. Guild was elected presiding justice of the First Division, Appellate Court, 2nd District, by the other division justices in December. The court, located in Elgin, covers the northern 13 counties of the state.
Deaths
Joseph T. Meek, 72, founder and former
president of one of the state's leading interest
groups, the Illinois Retail Merchants
Association, on January 21. An advocate of
intelligent business participation in public
affairs. Meek came to Illinois from Iowa
where he began as a teacher and football
coach. He ran for the U.S. Senate as a
Republican in 1954 but was defeated by Sen.
Paul H. Douglas, a Democrat. After retiring
from his position with IRMA, he was elected
a delegate to the Illinois Constitutional
Convention and served during 1969 and
1970. Meek, a resident of Western Springs,
was for many years a familiar lobbyist at the
state house where he opposed sales tax
increases.
Other
Former Cook County Clerk Edward J.
Barrett, 75, was paroled by the U.S. Parole
Board from serving a three-year prison term
because of failing health in January. The
sentence and a $15,000 fine were issued in
April 1973 after he was convicted of bribery,
tax evasion and mail fraud.
Harold Ellsworth, former assistant director of the Illinois Department of Conservation, was found guilty in a U. S. district court in Chicago January 29 of six counts of perjury. Ellsworth, 59, was charged with having falsely denied he received money and showed favoritism in awarding state contracts while he was chairman of field services for the Office of Housing in the Department of Local Government Affairs during 1972-73. ž
