A Note From The Editor You've made it through another year and you should be proud for many things. As citizen board members and park and recreation professionals, you have promoted the delivery of recreation services throughout the state. Your efforts at lobbying, promoting your park districts and your programs have reached the ears of the citizens of Illinois. It takes many long, hard hours in this field to reach the public to convince them that what you do — what you believe in — is important to each individual, the communities you serve and the entire state. There is more that can be done. More people can be reached through the IAPD-IPRA sponsored marketing program, the Take Time For Fun!® program. After reading the article on Phase II of the program, you should be curious enough to want to attend the unveiling of the second phase of the program at 11 a.m. on Jan. 12, 1991, at the IPR State Conference. There is much more information that Mickey Markoff of MDM Group, Ltd., will pass along than is contained in this article. Some exciting announcements that will be made at the conference cannot yet be revealed. One member from each agency is asked to attend this brief session. Other items of interest in this issue include the article by Robert K. Bush and Alan M. Mullins on drugs in the workplace. Joan Arden has submitted a tribute to the retiring Richard E. Johns. Thomas G. Scullen has penned an informative article on intergovernmental cooperation to stretch tax dollars. IAPD Executive Director Ted Flickinger's regular article on Boardmanship appears on page six. General Counsel Peter M. Murphy has put together a special fact sheet on The Americans With Disabilities Act on page 13. I hope you enjoy these articles along with others in this issue such as working with unions by Jerry Armstrong; use of the environment to enhance your agency by Brenda Segal; parks, pesticides and people by Richard Stumpf; reducing landscape waste by Douglas McEwen and Marvin Wolf; keeping the wolf from the door by Steve Plumb; public playground-related injuries by Ken Kutska; and an outline of the 1991 NRPA Western Revenue Sources Management School. Your comments and articles are always welcome. I urge you to take just a few minutes to write me a letter about your opinions of the magazine - pro or con.
