Cover illustration: The political cartoon is by Mike Thompson. It illustrates David H. Everson's article on term limits for state legislatures (and the effect of redistricting in the March primary elections for the Illinois General Assembly) beginning on page 12. April 1992/Illinois Issues/5 Published by Sangamon State University/ cosponsored by the University of Illinois Dear Subscriber, This month, on April 7, the governor presented his annual budget message to the legislature. Last month (and going back 18 or more months), Illinois Issues has provided you with the context for that budget message. Also this month, I will be writing a letter to you about Illinois Issues' own budget, and the important role that your contribution plays in support of the magazine, specifically in helping to underwrite the magazine's printing costs. Briefly put, Illinois Issues published 472 pages last year on issues that put competing interests into perspective for you in the elections, the Statehouse, the courts and the Edgar administration. The printing cost per page was $155.85. Illinois Issues has a "no-frills" budget, but each year we depend upon contributions from our readers to augment income. To date we have received $8,427 towards this year's goal of $27,000. I thank each of you who have already responded to the letter sent to you last fall. When you receive my letter this month, I encourage you to send a contribution. It is tax deductible. It also helps assure Illinois Issues' continued commitment to in-depth analysis of the state budget and other issues as our government leaders grapple with decisions that will ultimately affect our future in Illinois. Thanks for reading this letter — and Illinois Issues every month. Your interest in and support of the magazine is very much appreciated. Sincerely,
April 1992/Illinois Issues/3 |
