Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. Dear Friends,

Many exciting and important services are available to Illinois library users. Some services have evolved from innovative projects that began with state, federal or foundation grant funds. We are beginning our second year of the Library Services & Technology Act, the successor to the long-standing federal grant program, the Library Services & Construction Act (LSCA).

The LSCA program was a significant impetus in the development of the Illinois library network and the many special, innovative and exciting programs and services that libraries have provided for their communities. This issue of Illinois Libraries includes many articles about the impact of the LSCA program, and the forthcoming Summer issue will devote complete coverage to the impact of the LSCA program.

As this issue goes to press, Illinois library staff are developing applications for FY98 LSTA grants. With boundless ideas for ways to provide enhanced library service, we will again make excellent use of federal support for library services.

A wide array of library topics are covered in this issue, including Holocaust resources, bibliographic instruction and the public library role in economic development. Library collaboration is the subject of articles about joint initiatives of the Bloomington and Normal public libraries and the efforts of the Newberry Library, a nationally recognized research library.

Also included is a preview of the Summer 1998 Illinois Libraries, which will be devoted to the legacy of the Library Services & Construction Act (LSCA) in Illinois. Because of the sheer volume of articles that were submitted for the LSCA report, some of the articles also are printed in this issue.

My sincere appreciation is extended to the contributors to this issue. As seen from their articles, they are involved in many unique and exciting aspects of library service and are obviously very busy people! Nonetheless, they have found the time to write about their experiences, successes and ideas, and we benefit from their contributions.

Your input is always welcomed for future issues. Guidelines for manuscripts are included at the back of the issue, and feel free to contact me to discuss ideas for future articles.

In closing, the Illinois State Library received sad news recently about the death of Irma Bostian, long-time editor of Illinois Libraries, who retired in December 1991. She was recognized by her peers as the 1985 Illinois Librarian of the Year and was very dedicated to her work. Irma loved libraries, possessed a great sense of humor and will long be remembered.
