OFFICE OF THE SECRETARY OF STATE

Dear Friends,

The final reports from Library Services & Technology Act grant projects are highlighted in this issue of Illinois Libraries. Additional reports will be included in the summer issue.

Sharing these reports with the library community enables more libraries to benefit from the ideas and innovative projects of libraries that received federal funding through my office.

I am particularly inspired by the projects that encourage reading to children. Promoting the importance of books and reading to our younger generation is one of my primary goals in my role as State Librarian. I am delighted that grant funding is available to promote these initiatives.

Your efforts in promoting reading and libraries to young people are so important to society. I applaud the efforts of all library staff and library governing officials throughout the state in ensuring that the young people of today have the resources and knowledge to be productive citizens in the future.

Sincerely,

JESSE WHITE
Secretary of State and State Librarian

Preface

Kathleen L. Bloomberg

In addition to the final reports from LSTA-funded projects, this issue of Illinois Libraries includes an article about public relations ideas submitted as part of state public library per capita grant applications. The outstanding publicity efforts of 23 Illinois public libraries are highlighted and provide ideas and inspiration to all types of libraries for publicizing library services and raising funds. Jim Bradley of the Illinois State Library's Library Development staff authored the article after his review of state grant applications submitted in July 1999.

The third and final article about the Open Meetings Act also is included in this issue. Articles in subsequent issues will deal with the Fair Labor Standards Act.

The contributions of all the authors are very much appreciated. Their efforts provide us with innovative ideas and address issues facing the library community.

Please consider contributing an article to Illinois Libraries on an issue important to you and your library in an upcoming issue.
