ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.
Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Dear Friends,
The Illinois State Library's collection encompasses many areas of interest to state government and Illinois citizens. More than 5 million items are represented in the collection with an emphasis on governmental topics and current factual and reference information. Special collections include federal and Illinois documents, an extensive map collection and books by Illinois authors. The library is a U.S. Patent and Trademark Depository Library, one of 87 in the country.
The collection also includes a special resource covered in this issue of Illinois Libraries: Illinois county histories. The county histories are of interest to a variety of library users, from historians to genealogists. I am very appreciative of the work that the State Library staff has done in preparing the bibliography of county histories in our collection. As a result, access to these materials will be expanded.
Illinois library service flourishes in part from the willingness of libraries to share materials in order to meet library users' needs. The county histories are just one small piece of the fabric of resource sharing in Illinois.

A special part of the Illinois State Library's "On the Front Lines" conference in March was a program presented by Sharon Campbell, public library consultant for the Shawnee Library System in Carterville. Sharon's presentation, "Librarianship as a Business," was though-provoking and memorable. I am pleased that Sharon's presentation has been adapted as an article for this issue for those who were not able to attend the conference. The ideas brought forth are invaluable in reminding us to put ourselves in our library users' shoes.
The first article in a series about the Fair Labor Standards Act also is included in this issue. Beginning in 1996, attorneys from Klein, Thorpe and Jenkins, Ltd. have contributed articles to Illinois Libraries on legal issues affecting libraries. The articles have run the gamut from Internet access issues to the Open Meetings Act. The law firm's assistance in helping us asses and understand a variety of legal matters is very beneficial.
Last but not least, the work of five Illinois State library staff members is acknowledged and greatly appreciated. Raymond Collins, Sandra Fritz, David Johnson, Francie LaCamera and Blaine Redemer were relentless in developing the bibliography of Illinois county histories in the State Library's collection.
