OFFICE OF THE SECRETARY OF STATE
Dear Friends,
The Illinois State Library promotes many initiatives for sharing library resources. One of the largest programs is ILLINET/OCLC services. Since the mid-1970s, the OCLC program has been an important part of library cooperation in Illinois.
An article in this issue of Illinois Libraries discusses an important factor in library resource sharing - the use of the OCLC network for the Libraries Very Interested in Sharing (LVIS) program and the expansion of OCLC participation.
Throughout the country, Illinois libraries are known for their willingness to share resources with other libraries and other library users. The tradition of cooperation and collaboration has served us well.
Sincerely,
JESSE WHITE
Secretary of State and State Librarian

Preface
Kathleen L. Bloomberg
As a follow-up to the winter 2000 issue of Illinois Libraries, articles about Library Services & Technology Act (LSTA) projects are included in this issue. Several reading projects were spotlighted in the winter issue, and additional programs in Des Plaines, the youth center in Grafton and Tinley Park are covered in this summer issue. The projects convey the enthusiasm of library staff in encouraging more young people to read.
Other LSTA projects described in this issue show the importance of the federal funding program administered by the Office of the Secretary of State/Illinois State Library. With LSTA funds, communities were empowered to embark on new programs and expand services. The cybermobile project of the East St. Louis Public Library is just one example of how grant dollars can make a big impact.
I encourage you to submit an article to Illinois Libraries on how a special project or service has made a difference in addressing issues faced by your library. Please contact me to discuss your ideas.
