ILLINOIS LIBRARIES is the official journal of the Illinois State Library. The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Every effort is made to provide a balanced treatment of library-related issues.
Articles are solicited that will address the interests of the publication's audience. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. ILLINOIS LIBRARIES will not compensate authors for submitted or requested articles. The editor and/or the director of the Illinois State Library has the right to reject and/or edit articles before printing. Edited manuscripts and/or galley-proofs cannot be sent to individuals for approval.

Dear Friends,
It is with a great sense of pride that I submit the Illinois State Library Annual Report for Fiscal Year 2000. Under the leadership of Director Jean Wilkins, the State Library has provided a wealth of innovative, informative services that have enhanced and enriched the lives of Illinois citizens.
Highlights of FY2000 include:
• Launching the Find-It! Illinois web site, which includes "Illinois Government Information" and the "Virtual Illinois Catalog"
• Booked for Lunch series
• Project Next Generation pilot programs, which address the needs of junior high "at-risk" students
• Family Reading Night
• Bicentennial celebration of the Library of Congress
• The Library of Congress second-day stamp issue
• The 10th anniversary celebration of the new State Library building
• The resumption of library service in the State Library Information Center in Chicago.
As State Librarian, I am proud and honored to be a member of the team of outstanding libraries, library systems and the Illinois State Library that provide exemplary service to the people of Illinois.

This issue of Illinois Libraries features papers from the Illinois Association of College & Research Libraries Forum conference in spring 2000. It is a pleasure to publish the papers and to make them more widely available through Illinois Libraries.
Also in this issue, attorneys from Klein, Thorpe and Jenkins, Ltd. wrap up their three-part article on the Fair Labor Standards Act. The focus of the article is when training time for employees should be compensated.
For the fourth year, the State Library's Annual Report is published in the fall issue. We hope that the report on the library's accomplishments will be informative to you.
This is the last issue I am editing of Illinois Libraries. It has been a pleasure to work with writers during the past six years on the journal. My successor, Patrick McGuckin, joined the Illinois State Library in September and has begun work on the winter 2001 issue. Thank you to all the authors I have worked with during my tenure as editor. You made the job very rewarding. Please contact the new editor with your ideas for future issues of Illinois Libraries.
