Cover illustration: The photograph on the cover is of the House Chamber in the Old State Capitol in Springfield where delegates to the 1969-1970 constitutional convention wrote Illinois' present Constitution. This chamber was the scene of Lincoln's "House Divided" speech. The photograph was provided by the Illinois State Historical Library which is located now in the Old State Capitol.
