RYAN SECRETARY OF STATE Dear Friends, As this issue of Illinois Libraries goes to press, we have received the encouraging news that federal funding for libraries will continue. I am extremely gratified that we will be able to use federal dollars as seed money in initiating more library services in the future. Library Services & Construction Act (LSCA) funding has been very important in enabling libraries to try new ways of providing services. Once a project begins and there is a track record, it is easier to find local support for continuing the project. Accomplishments from FY96 are highlighted in this issue of Illinois Libraries. Some of the articles resulted from LSCA projects funded by my office. These reports illustrate the very favorable impact of federal funding on library services through technology initiatives and collaborative efforts involving different types of libraries. Additional accomplishments during the past fiscal year are highlighted in the Illinois State Library's annual report. The broad range of initiatives ranged from co-sponsorship of the inaugural Illinois authors literary weekend to the appointment of regional planning panels to address the library needs of people without tax-supported public library service. The accomplishments are many but could not have been achieved without the dedicated efforts of library staff and officials who participated on local, system and state-level committees, provided input on various statewide services and continued their cooperative efforts in sharing library materials. Through these efforts, information access for Illinois residents was expanded. I thank you for your tireless, successful efforts. Sincerely,
