The purpose of ILLINOIS LIBRARIES is to disseminate articles of general interest to library staff and library governing officials in Illinois who represent all types of libraries and library consortia. Individuals are also encouraged to submit unsolicited articles for consideration. Articles are not limited to Illinois contributors, and guidelines for manuscript submission are available upon request. Dear Friends,

1994 was a year of change for Illinois libraries. The self-contained library of yesterday is gone. Libraries became an on-ramp to the "information superhighway" by linking collections through interlibrary loan and networking systems. 1995 promises many new challenges as libraries and library science evolve to meet today's needs.

One of this issue's articles, "Changes in Latitude: Distance Learning at the University of Illinois," sheds light on a new trend in library education. Increasing numbers of students are choosing nontraditional settings as they acquire their Master's degrees. Distance learning and part-time studies are in demand as people juggle work and school. As State Librarian, I am pleased to announce that my office has been able to award annual grants to individuals who pursue Master's degrees in library science. Fifteen grants will again be awarded to full- and part-time graduate students this year.

"Contracting for Public Library Service: The Milan-Blackhawk Experience," explores another area of library growth. A number of public libraries have chosen to contract service from established libraries nearby. This article explores the process and advantages of contracted service.

In 1995, I will continue to provide assistance and new ideas to help libraries face the challenges ahead. Your ongoing assistance and enthusiasm are appreciated as we work together.
